WHAT IS mspo?

Malaysian Sustainable Palm Oil Certification Standard

MSPO Certification is a national palm oil certification scheme in Malaysia and is operated by Malaysian Palm Oil Certification Council (MPOCC) as the scheme owner. MPOCC is an independent Organization responsible to establish a national palm oil certification scheme to ensure continual practices of sustainable management in the palm oil industry.

The Malaysian Standard on MSPO provides general principles for the implementation, establishment and improvement of the operational practices of a sustainability system incorporated in Malaysia to ensure the sustainable production of palm oil and also provide a fair sustainability certification scheme to enhance market access.

The Ministry of Plantation Industries and Commodities (MPIC) has recently announced that Malaysia’s certification scheme for sustainable palm oil will now be made mandatory. The mandatory timeline for plantation industries that already have the Roundtable on Sustainable Palm Oil (RSPO) certification is December 31, 2018, while the timeline for those without certification is on June 30, 2019. For smallholders would have to get their certification done by December 31, 2019.

MSPO MS2530:2013

The Malaysian Sustainable Palm Oil (MSPO) Certification Standard is a national certification ensuring sustainable and responsible palm oil production in Malaysia. It covers the entire palm oil supply chain, ensuring environmental protection, social responsibility, and economic sustainability.

  4. MS2530-4:2013 – Palm Oil Mills
  5. MSPO Supply Chain Certification Standard (SCCS) – Ensures traceability and sustainability in the palm oil supply chain from mills to refineries, traders, and retailers.

MSPO SCSS

Malaysian Sustainable Palm Oil Supply Chain Certification Standard

The Malaysian Sustainable Palm Oil Supply Chain Certification Standard (MSPO SCCS) covers management requirements and traceability of the production throughout the supply chain from the raw materials to processing and manufacturing of palm oil and palm oil-based products. Each group of players must perform their respective roles and undertake responsibility to enable traceability of all activities throughout the palm oil supply chain.

For organisations to comply with MSPO SCCS, traceability can be achieved by mass balance or segregation method with the relevant corresponding traceability attributes and declarations. Thus, assuring that the product origin and its quantity can be uniquely identified and the quantity which has been withdrawn at the respective stage of the value chain does not exceed the supply.

The MSPO SCCS is designed to deliver confidence and credibility to the customers and end users that the palm oil raw material originates from sustainably managed oil palm planted areas.

Scope

The standard shall be applicable to organisations which process, manufacture, supply and/or export palm oil products using raw materials originating from MSPO certified oil palm planted area and/or take legal ownership and physically handle MSPO certified palm oil products throughout the supply chain.

Who should apply for MSPO SCCS?

Supply chain certification applies to parties (mainly companies) who process, trade or manufacture palm oil from certified oil palm management units. It shows the link of the palm oil (product) from the mill to the final product, keeping certified palm oil product separated from its uncertified counterpart, thus ensuring the value of certification right through the value chain to the customer.

Types of Supply Chain Models:

Segregation Supply Chain Model

The Segregation (SG) Model assures that MSPO certified palm oil products delivered to the end users come only from MSPO SG certified sources. It permits the mixing of certified palm oil products from a variety of MSPO SG certified sources.

Mass Balance Supply Chain Model

The Mass Balance (MB) Model administratively monitors the trade of MSPO certified palm oil products throughout the entire supply chain. MB can only be operated at site level (mass balance claims cannot be transferred from site to site administratively). The MB Model allows for mixing of MSPO and non-MSPO certified palm oil products at any stage in the supply chain provided that overall site quantities are controlled.
